    Nuestro amigo Ricardo Aguilar, del canal de YouTube RAACH 08 (Ver video completo) y colaborador de nuestra revista, fue a cubrir una reunión de un grupo de vecinos de Barrio México con diferentes jerarcas, la Minsitra de Salud Joselyn Chacón, el Vicealcalde de San José Mario Vargas, y representantes de IAFA, IMAS y Fuerza Pública, entre otros. La reunión tuvo lugar en el Centro Comunal de Barrio Claret y su organizadora fue Rocío Arce. En este nota, le compartimos los detalles más importantes de dicha actividad.

    Al inicio, los vecinos plantearon la problemática a las autoridades con una serie de filminas, en las que describían varios puntos de su comunidad afectados por basureros a cielo abierto, delincuencia, prostitución, robos, violencia y cuarterías, como le mostramos en el siguiente video:

    Tras que los organizadores explicaran la problemática a los jerarcas, estos últimos hicieron una pequeña exposición en la que trataban de ofrecer soluciones o más bien, justificar sus limitantes para no poder resolver la situación. Joselyn Chacón, la Ministra de Salud por ejemplo, prometió construir un CEN-CINAI si le facilitaban un terreno, aunque no era parte de las peticiones de los vecinos. Afirmó que esta zona no era fácil, pues tiene muchos problemas, y aseguró que el Ministerio de Salud tiene muchas limitaciones.

    Sobre las cuarterías afirmó que no se podía resolver el problema, pues cerrarlas enviaría a mucha gente a vivir a la calle y afirmó que el camino era no dejarlas por la libre y regular sus tarifas. Algo confuso, pues la Ley General de Salud, en sus artículos 313 y 316 estable que:

    ARTICULO 313.- Toda vivienda individual, familiar o multifamiliar, deberá cumplir con los siguientes requisitos sanitarios:

    1. Localización en áreas que no ofrezcan peligro para la salud y el bienestar de los ocupantes.

    2. Orientación adecuada, a fin de aprovechar las circunstancias naturales y artificiales del ambiente, en beneficio de la salud y bienestar de los ocupantes.

    3. Construcción con materiales adecuados que ofrezcan estabilidad, seguridad y buenas condiciones sanitarias.

    4. Distribución interior adecuada, a fin de hacerla funcional y conforme al uso para el cual se destine.

    5. Dimensiones mínimas y áreas adecuadas de compartimientos.

    6. Iluminación natural y artificial adecuadas.

    7. Ventilación natural o artificial adecuadas.

    8. Medios de saneamiento básico:

    a) Abastecimiento continuo de agua potable, en cantidad y presión suficientes, accesibles a todos los ocupantes.

    b) Sistemas adecuados de eliminación de excretas, de aguas negras, servidas y pluviales aprobados por la autoridad de salud.

    c) Artefactos sanitarios primarios mínimos.

    Ley General de Salud, Artículo 313

    ARTICULO 316.- Cuando la autoridad de salud lo ordene, los propietarios, administradores o encargados, procederán a la desinfección, desinsetización, desratización o reparación, según proceda, de los edificios destinados a vivienda permanente o transitoria, incluidos anexos y patios interiores, que por su estado o condición amenacen la salud o seguridad de sus habitantes. El inmueble afectado por cualesquiera de estas medidas sanitarias ordenadas, no podrá ser ocupado hasta que no se hayan remediado sus defectos o haya desaparecido el riesgo para la salud y la seguridad de los ocupante y podrá ser clausurado por la autoridad de salud si el peligro fuere inminente.

    Ley General de Salud, Artículo 316

    En otras palabras, la Ley General de Salud ofrece ya al Ministerio de Salud las herramientas para inspeccionar y solicitar a los propietarios de las cuarterías, acatar las disposiciones del ministerio para garantizar la salud de sus habitantes, que según la misma Joselyn, viven en basureros.

    Tras la participación de Joselyn, otros jerarcas hicieron uso de la palabra por periodos más breves, donde pedían empatía por los indigentes y los migrantes venezolanos, mayor cultura en el manejo de la basura y otras razones para no poder llevar a cabo acciones concretas contra la problemática de los vecinos.

    Entre las participaciones de otros jerarcas, destacamos la del Vicealcalde de San José: Mario Vargas Serrano, quien anunció la pronta construcción de otra Ciudad Dormitorio, complejos que permiten atender a varios indigentes y con los cuales dijo, han hasta logrado rehabilitar y brindarles trabajo dentro de la Municipalidad de San José a varios indigentes.

    Tras las intervenciones de los jerarcas, la organizadora de la reunión lanzó un discurso de cierre que explicaba a las autoridades que La Merced, al ser parte de la capital, es el rostro de Costa Rica que se llevan muchos extranjeros y que, por lo tanto, los problemas de la zona no son exclusivos de los vecinos de esta localidad, sino de Costa Rica. Finalmente, se abrió una ronda de preguntas de los vecinos hacia los jerarcas.

    Desde la Revista Doxa CR felicitamos a los vecinos de Barrio México por su iniciativa, y les ofrecemos todo nuestro apoyo para ejercer control y presión sobre las autoridades, que por lo visto, tiene configurado por defecto el chip de la evasión de responsabilidades y el discurso del asistencialismo. ¿Pero quién velará por los ciudadanos, comerciantes y visitantes de San José que deben lidiar con malos olores, montañas de basura, aceras tomadas por drogadictos y migrantes, delincuencia y cuarterías insalubres? No se vale.
